FRANCE – New Temporary Residence Permit for Talent Passport Visa Holders

Effective 1 March 2019, talent passport (“passeport talent”) applicants who have been issued a three-month D visa will now be issued a six-month temporary residence permit (“Autorisation Provisoire de Séjour” or APS) on application for an initial residence permit, post arrival in France.

The APS will allow the applicant to exit and re-enter France without applying for a new visa and to travel within the Schengen area, if their three-month D visa has expired before issuance of their initial residence permit.

Previously, only an initial application receipt was issued, which did not allow re-entry. A receipt issued on submission of a renewal residence permit application continues to allow travel, as previously.

This change does not apply to talent passport applicants who will stay in France for up to twelve months, who are normally issued a VLS-TS D visa, which allows residence for up to a year without a separate residence permit application.

The amended article of the Code of entry and residence of foreigners and asylum includes holders of talent passport visas for accompanying family members. However, in practice, prefectures in France are still issuing an initial application receipt, rather than an APS, to holders of talent passport visas for accompanying family members applying for residence permits.
