PHILIPPINES: New Alien Employment Permit Application Requirements in Manila [UPDATED]
[UPDATE] A new DOLE-NCR advisory, issued 30 September 2019 and effective 15 October 2019, significantly modifies the new requirements introduced on 1 October 2019.
For Philippine Offshore Gaming Operators (POGOs), only company representatives (not authorised agents) shall be allowed to file the AEP applications of their foreign nationals, while the personal appearance of foreign nationals will be required during the release of AEP cards.
For all other applicants, authorised agents such as consultancy firms and law firms can submit AEP applications and claim AEP cards.
Effective 1 October 2019, the Department of Labour and Employment in the National Capital Region (DOLE-NCR), which covers Metro Manila, will require foreign national applicants to personally submit their Alien Employment Permit (AEP) applications and collect the issued AEP cards from DOLE-NCR.
Until the effective date, DOLE-NCR will continue to accept applications submitted by, and to issue AEPs to, authorized agents acting on behalf of foreign national applicants, such as consultancy and law firms.
The new rules apply only to applications submitted to DOLE-NCR (in Metro Manila). Confirmation is pending as to whether the same rules will be applied by other DOLE regional offices.
